Julia Babcock is the founder of New Rose City Consult and a veteran public policy strategist with over 15 years of experience managing Oregon-based and international development programs. She has led collaborative missions and exchanges in Vietnam and SE Asia, securing over $20 million in external funding (e.g. Intel Vietnam Scholars, USAID Strengthening Provincial Capacity Program, State Department Fellows, YSEALI) to advance training, education and capacity development programs aligned with sustainable economic development. Most recently selected as a Mentor for the US Energy Association Women Energy Leaders program with SE Asia sponsored by the State Department 2024-25.
