USAID Strengthening Provincial Capacity in Vietnam

The USAID Strengthening Provincial Capacity (USAID SPC) project was a strategic capacity-building initiative designed to enhance economic governance and digital transformation capabilities among Vietnamese provincial officials during the Industrial Revolution 4.0 era. Through collaboration between Portland State University and the University of Economics-Ho Chi Minh City, the project developed and delivered targeted training programs, including the Executive Leadership Program (ELP) with courses on “Facilitative Government,” “Digital Transformation,” and “Innovation Leadership.” This initiative employed innovative stakeholder-value mapping methodologies to create sustainable, replicable training systems that equipped local officials with essential skills for transparency, accountability, and effective implementation of economic reforms in Vietnam’s transition to a knowledge economy.
